Job Posting – Senior Advisor on Security Sector Reform and Strategic Engagement

Pending funding approval, the Parliamentary Centre is recruiting a Senior Advisor on Security Sector Reform (SSR) and Engagement. She/he would lead the implementation of a technical assistance project that will support the Verkhovna Rada (parliament) of Ukraine to effectively undertake their roles in formulating, implementing, monitoring, and reforming security policy, with a particular focus on taking into account the differential needs and impacts on women and men, girls and boys. She/he would also provide strategic and technical guidance and advice on SSR in the implementation and monitoring and evaluation of other Parliamentary Centre projects while also supporting the identification of new opportunities and the formulation of new projects focused on security sector reform and parliamentary oversight of the security sector.  


Job Posting – Senior Advisor/Program Manager Democratic Innovation/Inclusion (French Essential)

Parliamentary Centre requires a bilingual, experienced, knowledgeable, motivated and career-minded Senior project officer. The Project Officer shall act as the primary point-person responsible for the planning, execution, and delivery of Parliamentary Centre projects on time, within budget, and according to specifications. This position is based in Ottawa. To achieve these important goals, the Project Officer must define project requirements and scope, acquire project resources, and supervise the efforts of project team members. Efficient delivery of project deliverables, effective quality control, clear communication of expectations to stakeholders, and upward reporting to senior management are critical responsibilities of a Project Officer. Qualification and Experience A University degree from a recognized university in a discipline related to political science such as international relations, international development, political economy, or related subject. Program Management certification is considered an asset; Bilingual; Minimum 5 years professional experience in project management; Strong knowledge of financial management and internal controls; Knowledge and experience of parliamentary systems and legislative institutions as well as a good understanding of development issues related to democratic governance is an asset. Knowledge, Skills and Abilities required Strong knowledge of Results-Based Management (RBM) and the project management cycle, tools and best practices; Excellent written and verbal communication skills in English and French including report writing, proposal writing and publication/presentation of results; Ability to work both independently as well as in a multi-disciplinary team environment; Ability to work under pressure with limited resource, perform multiple task albeit under related project activities and willing to travel at short notice. New Project: “Parliamentary Reform in Armenia”

We are pleased to announce our new project “Parliamentary Reform in Armenia”. This initiative will provide strategic support to the National Assembly to develop and put into practice an inclusive and accountable internal governance strategy. Gender equality and the inclusion of youth and people living with disabilities within the parliamentary administration are important aspects of the project, as well as the establishment of a link between parliamentary staff and civil society. The project is possible with the support of the PRO-DEM Fund of Global Affairs Canada.


Parliamentary Research Training Manual Launch

The Manual includes detailed guidance on how to assess needs, design and implement projects focused on building the research capacity of parliaments. It shares best practices and lessons learned from the Parliamentary Centre’s 50 years of experience in supporting the strengthening of parliamentary research around the world, along with those from a recent successful pilot project implemented with the Shan State Hluttaw, Myanmar’s largest and most ethnically diverse sub-national parliament, in partnership with EMReF. Also included are a section on gender-sensitive research.


Parliamentary Centre New Board Chair and Vice Chair

On May 24th 2018 the Annual General Assembly of the Parliamentary Centre appointed unanimously Maureen Boyd as Chair of the Board effective immediately. Maureen brings a diverse and rich experience in politics, the media, at Rideau Hall and in government. As a Director of the Carleton University Initiative for Parliamentary and Diplomatic Engagement she has been providing outreach and policy orientation to parliamentarians and diplomats. Maureen is taking over from Michael Murphy who stepped down from the Board after more than 20 years of service including as Chair for the last nine years. The new Vice Chair is Yaroslav Baran who brings in substantial experience as an expert in strategic communications, parliamentary affairs and crisis management. He is taking over this role from Dr. Fen Hampson who will remain on the Board.


The Parliamentary Centre celebrates 50 years of getting governance right

The Parliamentary Centre celebrated its 50th Anniversary on April 23rd in Ottawa. We were honored to receive over 350 guests who listened to the Hon. Geoff Regan, Speaker of the House of Commons, the Hon. Scott Brison, Acting Minister of Democratic Institutions, and the Right Honourable David Johnston speak about the role of the Parliamentary Centre in building strong institutions and promoting democracy at home and abroad.

New Project to Strengthen Accountability in Zambia

The three-year project, which will be launched in September 2014, will help strengthen the capacity of the National Assembly of Zambia to perform its roles in formulating and approving the budget, as well as overseeing its implementation by the government. This will include support to ongoing national efforts to establish and strengthen a Parliamentary Budget Office and to support specific parliamentary committees in the execution of their oversight functions.

Parliamentary Centre Hosts Twenty-Member Nigerian Delegation

From March 31-April 4, 2014, the Parliamentary Centre hosted a twenty-member parliamentary delegation from Nigeria, which included members from the Nigerian Senate, the Nigerian House of Representatives, the Federal Inland Revenue Service (FIRS) of Nigeria and Federal High Court of Nigeria. The delegation took part in the second round of a certified Professional Development Training Course on the Canadian Tax System and its administration, offered by the Centre in collaboration with Carleton University’s Centre for Governance and Public Management.
